2010年國務(wù)院批準(zhǔn)在廈門建設(shè)兩岸區(qū)域性金融中心,2011年3月建設(shè)兩岸區(qū)域性金融中心被寫入國家“十二五”規(guī)劃綱要,成為國家戰(zhàn)略。在廈門市十四五規(guī)劃及2035遠(yuǎn)景目標(biāo)建議中,明確打造服務(wù)兩岸、輻射東南亞、連接“海絲”、面向全球的區(qū)域性金融中心,及匯集企業(yè)集團(tuán)總部和投資中心、研發(fā)中心、財(cái)務(wù)中心、結(jié)算中心等的東南沿海重要的總部經(jīng)濟(jì)集聚地。
In 2010, theState Council approved the construction of a cross-strait regional financial center inXiamen. In March 2011, the construction of a cross-strait regional financialcenterwasincluded inthenational"Twelfth Five Year Plan" outline and became a national strategy. In the 14th Five Year Plan and 2035 Long Range Goal Suggestions ofXiamen City,it is explicitly stated to buildaregionalfinancialcenterthatservesbothsides of theTaiwanStrait,radiatesSoutheastAsia,connects the "Maritime Silk Road", and faces the world, as well as an important headquarters economic cluster along the southeast coast that gathers enterprise group headquarters,investmentcenters,researchand development centers,financial centers,settlement centers, etc.

為貫徹落實(shí)中央的決策部署,廈門市在廈門本島東部規(guī)劃了22.8平方公里的兩岸區(qū)域性金融中心片區(qū)作為兩岸區(qū)域性金融中心具體空間載體,東至環(huán)島路,南到會(huì)展中心,西臨云頂路,北至五緣灣,橫跨思明和湖里兩個(gè)行政區(qū)。

總面積約1.3平方公里,目前已基本建成。包括國貿(mào)金融中心、海西金融廣場(chǎng)、鼎豐國際廣場(chǎng)、云璽萬科中心、天地金融港、新景地大廈、萬華金融中心、中喬體育等項(xiàng)目。

實(shí)收資本5000萬元(含)~2億元的,獎(jiǎng)勵(lì)500萬元;
2億元(含)~5億元的,獎(jiǎng)勵(lì)800萬元;
5億元(含)~10億元的,獎(jiǎng)勵(lì)1200萬元;

一、匯聚產(chǎn)業(yè)
(一)強(qiáng)化基金招引實(shí)體經(jīng)濟(jì)成效。在未來2-3年內(nèi),圍繞我市重點(diǎn)發(fā)展產(chǎn)業(yè)鏈群,設(shè)立若干支招商專項(xiàng)基金,與頭部基金管理機(jī)構(gòu)合作,“以投帶招”引引進(jìn)實(shí)體項(xiàng)目落地。根據(jù)不同培育對(duì)象,增設(shè)先進(jìn)制造業(yè)基金、戰(zhàn)略性新興產(chǎn)業(yè)基金等,通過資本招商引導(dǎo)優(yōu)質(zhì)項(xiàng)目落地。
(二)發(fā)揮科創(chuàng)引導(dǎo)基金培育未來產(chǎn)業(yè)功能。為高水平集聚創(chuàng)新資源,鼓勵(lì)“投早、投小、投本地、投科技”,引導(dǎo)社會(huì)資本重點(diǎn)培育我市未來產(chǎn)業(yè),科創(chuàng)引導(dǎo)基金對(duì)參股基金的出資比例可提高至 30% ,我市各級(jí)政府出資比例可提高至 50% ,并實(shí)行差異化考核和激勵(lì)機(jī)制,參股基金應(yīng)按照科創(chuàng)引|導(dǎo)基金相關(guān)制度完成約定返投金額。
(三)支持國有企業(yè)設(shè)立基金服務(wù)戰(zhàn)略新興產(chǎn)業(yè)。支持國企戰(zhàn)略發(fā)展基金按照“國有企業(yè) ^+ 產(chǎn)業(yè)園區(qū) ^+ 優(yōu)惠政策 ^+ 產(chǎn)業(yè)基金”模式參股設(shè)立基金,各參股基金應(yīng)圍繞主導(dǎo)國企的產(chǎn)業(yè)發(fā)展布局進(jìn)行投資,加大對(duì)我市戰(zhàn)略新興產(chǎn)業(yè)返投貢獻(xiàn),促進(jìn)園區(qū)優(yōu)勢(shì)產(chǎn)業(yè)聚集。
支持有競(jìng)爭(zhēng)優(yōu)勢(shì)的市屬國有企業(yè)發(fā)起設(shè)立產(chǎn)業(yè)并購基金,沿產(chǎn)業(yè)鏈的上下游開展并購重組,做強(qiáng)做優(yōu)做大產(chǎn)業(yè)鏈規(guī)模和生態(tài)圈。對(duì)投向符合我市現(xiàn)代產(chǎn)業(yè)體系且承諾按市引導(dǎo)基金要求完成返投的產(chǎn)業(yè)并購基金,可按“一事一議”給予政策支持。
(四)推動(dòng)建立“鏈主 ^+ 基金”招商模式。鼓勵(lì)市、區(qū)政府投資基金、國有企業(yè)與我市現(xiàn)代產(chǎn)業(yè)體系契合的上市公司、入選我市先進(jìn)制造業(yè)倍增計(jì)劃名單的龍頭企業(yè)合作設(shè)立基金,開展投行化、專業(yè)化招商,結(jié)合鏈主企業(yè)資金、信息和銷售鏈優(yōu)勢(shì)及基金管理機(jī)構(gòu)資本運(yùn)營能力,引進(jìn)補(bǔ)鏈強(qiáng)鏈延鏈的實(shí)體項(xiàng)目。對(duì)鏈主企業(yè)牽頭設(shè)立的基金,我市各級(jí)政府出資比例可提高至 30% 。
1、Gathering industries
( 1) Strengthening the effectiveness of funds in attracting the real economy. In order to gather innovative resources at a high level, encourage "early investment, small investment, local investment, and technology investment", and guide social capital to focus on cultivating future industries in our city, the proportion of investment from science and technology guidance funds to participating funds canbe increased to 30% ,andtheproportionofinvestmentfromvariouslevels of government in ourcity canbe increased to 50% .Differentiatedassessmentand incentive mechanisms will be implemented, and participating funds should complete the agreed return investment amount in accordance with the relevant system of science and technology guidance funds.
( 3) Support state-owned enterprises to establish funds to serve strategic emerging industries. Support the establishment of state-owned enterprise strategic development funds through equity participation in the model of "state-owned enterprises+industrial parks+preferential policies+industrial funds". Each participating fund should invest around the industrial development layout of leading state-owned enterprises, increase its contribution to the return of investment in strategic emerging industries in our city, and promote the clustering of advantageous industries in the park.

Support municipal state-owned enterprises with competitive advantages to initiate the establishment of industrial merger and acquisition funds, carry out mergers and acquisitions along the upstream and downstream of the industrial chain, and strengthen, optimize, and expand the scale and ecosystem of the industrial chain. For industrial merger and acquisition funds that are invested in accordance with the modern industrial system of our city and promise to complete the return investment according to the requirements of the city's guidance fund, policy support can be provided on a case by case basis.
(4) Promote the establishment of a "Chain Master+Fund" investment model. Encourage municipal and district governments to invest in funds, state-owned enterprises and listed companies that are in line with the modern industrial system of our city, and leading enterprises selected for the list of advanced manufacturing industry doubling plans in our city to cooperate in establishing funds, carry out investment banking and professional investment promotion, and combine the advantages of chain owner enterprises in terms of funds, information, and sales chain, as well as the capital operation capabilities of fund management institutions, to introduce physical projects that supplement, strengthen, and extend the chain. 二、匯聚資本
(五)鼓勵(lì)通過基金引入金融機(jī)構(gòu)資金。支持銀行、保險(xiǎn)、證券、信托等金融機(jī)構(gòu)體系內(nèi)的投資機(jī)構(gòu)遷入或在廈新設(shè),對(duì)其注冊(cè)地及基金托管戶均在廈門的新設(shè)基金,且主投領(lǐng)域符合我市現(xiàn)代產(chǎn)業(yè)體系的,可按“一事一議”支持政策按程序報(bào)批,適當(dāng)提高政府出資比例。
(六)鼓勵(lì)通過基金引入境外資金。鼓勵(lì)基金管理機(jī)構(gòu)在我市設(shè)立QFLP(合格境外有限合伙人)外資基金。對(duì)我市政府投資基金參股基金的管理機(jī)構(gòu)在廈設(shè)立QFLP基金,由此新增的地方稅收貢獻(xiàn),可計(jì)入該參股基金的返投金額。
(七)暢通基金服務(wù)體系,建立基金全周期服務(wù)體系。搭建市、區(qū)招商聯(lián)動(dòng)和基金會(huì)商機(jī)制,統(tǒng)籌調(diào)配各區(qū)要素資源,對(duì)基金在廈展業(yè)提供容缺受理、綠色通道等便利服務(wù),持續(xù)提升對(duì)基金“募投管退”全周期的扶持能力,支持基金招商項(xiàng)目落地。

(7) Smooth the fund service system and establish a full cycle fund service system.
三、匯聚效益
(八)加強(qiáng)我市政府投資基金招商考核和激勵(lì)。對(duì)在廈經(jīng)濟(jì)貢獻(xiàn)達(dá)到我市政府投資基金出資額的2倍、2.5倍和3倍的參股基金,我市政府投資基金對(duì)應(yīng)將可獲得的超額收益中 20% 40% 、 60% 的部分讓渡給參股基金管理機(jī)構(gòu)。參股基金引入的招商項(xiàng)目,發(fā)生實(shí)際經(jīng)營且在廈經(jīng)濟(jì)貢獻(xiàn)不低于我市政府投資基金對(duì)該項(xiàng)目實(shí)際出資額的,可按照參股基金對(duì)該項(xiàng)目投資或增資金額的2倍計(jì)入該基金返投金額。
(九)完善我市政府投資基金參股基金考核結(jié)果運(yùn)用。對(duì)于3年以內(nèi)完成約定返投金額的參股基金,可按以下條件回購我市政府投資基金的出資份額,其中3年以內(nèi)(含3年)回購的,可按我市政府投資基金原始投資額與股權(quán)轉(zhuǎn)讓時(shí)人民銀行公布同期的存款基準(zhǔn)利率計(jì)算的收益之和回購;3年以上、5年以內(nèi)(含5年)回購的,可按原始投資額與1年期LPR(貸款市場(chǎng)報(bào)價(jià)利率)利息之和回購;超過5年,按同股同權(quán)執(zhí)行。
3、 Convergence benefits
(8) Strengthen the assessment and incentives for investment funds of our city government. For participating funds that contribute twice, 2.5 times, and 3 times the investment amount of our municipal government investment funds to the Xiamen economy,our municipal government investmentfunds will transfer 20% 40% ,and 60% of the excess returns that can be obtained to the participating fund management institution. For investment projects introduced by participating funds that have actually operated and contributed to the Xiamen economy not less than the actual investment amount of our government investment funds in the project, they can be included in the fund's reinvestment amount at twice the investment or capital increase amount of the participating funds in the project.
(9) Improve the application of assessment results for government investment funds and equity participation funds in our city. For participating funds that have completed the agreed reinvestment amount within 3 years, they can repurchase the investment shares of our city's government investment funds according to the following conditions. Among them, for repurchases within 3 years (including 3 years), they can be repurchased based on the sum of the original investment amount of our city's government investment funds and the deposit benchmark interest rate published by the People's Bank of China for the same period at the time of equity transfer; If repurchased for more than 3 years and less than 5 years (including 5 years), the repurchase can be based on the sum of the original investment amount and the 1-year LPR (Loan Market Quotation Rate) interest rate; For more than 5 years, the same shares and rights shall be exercised.
四、匯聚人才
(十)支持各類對(duì)廈貢獻(xiàn)突出者參評(píng)金融人才。支持招商貢獻(xiàn)突出的基金管理團(tuán)隊(duì)人員(需在本市股權(quán)投資類企業(yè)任職)參評(píng)金融人才計(jì)劃,在評(píng)審中根據(jù)對(duì)廈貢獻(xiàn)情況適當(dāng)予以加分,對(duì)經(jīng)認(rèn)定的金融人才按照規(guī)定給予獎(jiǎng)勵(lì)。
(十一)鼓勵(lì)各類基金管理機(jī)構(gòu)參與我市招商工作。對(duì)引薦廈門市域外的投資者來廈投資并最終促成項(xiàng)目落戶的基金管理團(tuán)隊(duì),按我市招商引薦人政策有關(guān)規(guī)定給予獎(jiǎng)勵(lì)。

(10) Support various outstanding contributors to Xiamen to participate in the evaluation of financial talents. 對(duì)擔(dān)任注冊(cè)在本市的金融機(jī)構(gòu)、大型金控公司或金融研究所(智庫)的中層及以上管理職務(wù),且年薪達(dá)到本市上年度城鎮(zhèn)單位在崗職工平均工資6倍以上的臺(tái)灣金融人才,每年給予8萬元補(bǔ)助。

租金補(bǔ)貼:根據(jù)企業(yè)類型,自繳納首筆增值稅月份起三年內(nèi),每年按實(shí)際支付租金的 15% 或 30% 給予補(bǔ)貼。
